These pavement surfacing qualifications are endorsed by Roading New Zealand, the organisation whose contracting members build and maintain the majority of the country's roading.

Qualification descriptions

National Certificate in Infrastructure Works – Level 2
With an optional strand in Pavement Surfacing

This qualification is for people who are just starting out, or moving to infrastructure from a different industry.

It includes some basic important skills such as health and safety, plant operation and maintenance, measurement and numerical skills.

It also includes optional specialised strands in Pavement Surfacing, Earthworks, Roads, Rural Contracting, or Utilities.

This qualification replaces the InfraTrain National Certificates Pavement Surfacing (Application), Civil Infrastructure - General Introductory Skills, and Rural Contracting (Introductory Skills).

Training Plan

 

National Certificate in Pavement Surfacing (Plant Operation) – Level 3
This qualification recognises the skills and knowledge of a plant operator working on pavement surfacing sites and having some independence.

The core compulsory section of the qualification comprises unit standards covering:

  • Communication
  • Responding to fire incidents
  • Working safely at sites under temporary traffic management
  • Safety with bituminous materials
  • First Aid

Core elective unit standards can be selected to suit job requirements and these cover:

  • Transport and spreading of aggregates
  • Compaction of asphalt
  • Plant operation, including rollers
  • Vehicle operation, covering rigid and combination vehicle licences
  • Wheels, Tracks and Roller endorsements
  • Temporary traffic management
  • Health and Safety, First Aid

National Certificate in Pavement Surfacing (Asphalt Paving Machine Operation) – Level 3    
This qualification recognises the skills and knowledge to operate an asphalt paving machine unsupervised.

The core compulsory section of the qualification comprises unit standards covering:

  • Operating an asphalt paving machine
  • Compacting hot mix asphalt
  • Safety relating to bituminous materials
  • First Aid and fire incidents
  • Working safely at sites under temporary traffic management

The core elective section provides the choice of relevant driver licensing:

  • Wheels endorsement
  • Tracks endorsement

National Certificate in Pavement Surfacing (Bulk Bitumen Equipment) – Level 3 or 4
The qualification covers the skills and knowledge of an experienced operator of a bitumen tank wagon or bitumen sprayer, working as part of a pavement surfacing team.

The qualification comprises core compulsory and elective unit standards, plus an elective strand.

The core compulsory unit standards cover:

  • Transport of bulk bituminous products by road
  • Requirements for transport of Dangerous Goods
  • Safe handling of bulk bituminous liquids
  • Heating, blending, modification, and transfer of bulk bituminous liquids
  • First Aid and fire incidents
  • Health, Safety and Environment
  • Working under temporary traffic management

The core elective section covers heavy vehicle dynamics and provides a choice of unit standards relevant to the type of vehicle used in the workplace:

  • Heavy rigid vehicles
  • Heavy combination vehicles

One of the following strands completes the qualification:

  • Gangbar Sprayer
  • Handbar Sprayer
  • Tank Wagon

National Certificate in Pavement Surfacing (Asphalt Production) – Level 4
This national certificate is designed for an experienced operator of a batch mix or a drum mix asphalt production plant, working unsupervised. 

The qualification comprises compulsory unit standards covering:

  • Knowledge and operation of asphalt production plant
  • Operation of storage and heating equipment
  • Materials used in hot mix asphalt production
  • Use of polymer modifiers
  • Safe procedures for heating, blending, modifying and transferring bitumen
  • Hazard identification and risk assessment procedures
  • Health and safety and environment
  • First Aid
  • Fire incidents and emergency control
  • Confined space entry

There is an optional unit standard for operation of a wheeled loader that is not required for completion of the certificate.  However, it may be necessary in some workplaces.

The qualification may be used as evidence of competence by operators of asphalt production plants, for registration under the Roading New Zealand Asphalt Plant Accreditation Scheme.

National Certificate in Infrastructure Works – Level 4
With optional strands in Asphalt Surfacing and Chipseal Surfacing

Th
is qualification is for people with responsibility for daily on-site activities such as supervisors and foremen.

It covers key skills which are relevant to supervisors, including health and safety, resource planning and use, quality assurance, environmental protection, measuring, record keeping, and site supervision.

Trainees can also select optional strands in supervising Asphalt or Chipseal Surfacing, Road Works, Water or Wastewater, or Civil Works and Utilities, if required.

This qualification replaces the InfraTrain National Certificates in Civil Plant Management and Civil Construction Supervision.

National Certificate in Infrastructure Works – Level 5
With an optional strand in Pavement Surfacing
This qualification is designed for people who supervise or manage multiple sites or large projects. 

It covers core management skills including scheduling infrastructure works project resources, protecting health, safety and the environment, monitoring project quality assurance, and documenting infrastructure works projects.

Trainees can also select optional strands in Pavement Surfacing, Civil Plant Management, Civil Works, Roadmarking, Road Works or Rural Contracting, if required.

This qualification replaces the InfraTrain National Certificates in Pavement Surfacing (Single Site Supervision) and (Multiple Sites Supervision), and Rural Contracting (Management).

National Certificate in Pavement Surfacing (Hot Mix Asphalt Design) – Level 5
This qualification is for experienced designers of hot mix asphalts working in the asphalt surfacing industry in a contracting or consultancy role. 

All the unit standards are compulsory and cover:

  • Knowledge of asphalt production plants
  • Design of hot mix asphalts using the Marshall method
  • Materials and mixes for hot mix asphalt design
  • Asphalt mix design methods and specifications
  • Use of polymer modifiers in hot mix asphalt
  • Acceptance testing for asphalt paving
  • Handling bituminous materials and safety
  • First Aid

National Certificate in Pavement Surfacing (Chipseal Design) – Level 5
This qualification is for experienced designers of chipseal pavements working in the chipseal surfacing industry in a contracting or consultancy role.

All the standards are compulsory and cover:

  • Determining bitumen blends
  • Impact of site requirements on chipseal design
  • Knowledge of chipseal construction plant
  • Materials used in chipseal surfacing
  • Design of chipseal surfacings and pretreatments
  • Hot polymer-modified binders
  • Design of chipseal surfacings using polymer-modified binders
  • Safety with bituminous products
  • First Aid
